Ideally, they are looking for someone that has extensive knowledge of the Applications to version 11.5.10 along with Security and SOX compliance exp. 
This role is a hybrid position meaning the candidate knows the Apps. both functionally and technically.  Understands development/administration with Security and can speak functionally to the Oracle Apps. too.  Sox Compliance exp. is huge plus and so is any exposure to Security Weaver.
